Rethinking innovation policymaking in times of societal challenge. From new vocabulary to new grammar?

Abstract:
As societal challenges from climate change to rising inequalities have intensified, the call for a new generation of innovation policy has grown louder and more urgent over the past decade. Terms such as mission-oriented, challenge-driven, and transformative policy have dominated the discourse on innovation policy. Drawing on insights from over five years of research in multiple projects on the governance of societal missions and transformations, I will explore key questions, including: To what extent has a paradigmatic shift in innovation policy actually occurred? Or how might such a transformation plausibly unfold in the future? What would a truly transformative agenda require from governance, policymaking, and institutional frameworks? With this session, I also want to invite reflection on the role of scholars and analysts in these policy processes. More broadly, I want to ask: What can - or should - innovation policy scholars do (or not do) to meaningfully support transformative innovation agendas?
Bio:
Iris Wanzenböck is an Associate Professor at the Copernicus Institute of Sustainable Development at Utrecht University. Her research focuses on exploring new approaches to research and innovation policies across various governance levels, ranging from the European Union to national and regional contexts. She is particularly interested in science-policy interfaces and seeks to advance understanding of the governance processes that support mission-oriented and transformative innovation policies. Her work aims to explore how such policies can contribute to societal transformations. Iris's work draws on economic geography, policy sciences, and innovation studies to provide comprehensive insights into these complex issues.
